It remains unclear why the waiver doesn't apply to all school functions. Here's the waiver-release.

Why wasn't a similar WR in force during normal business hours?

A similar release was required for the HW-sponsored College Trip.

The school knew there was a substantial likelihood for liability, risk, or other cause of action on the trips. Why not have in place a responsive system to deal with the actual problems as they unfolded, as alleged in the complaint?
