The President, to implement his illegal agenda, but unable to get Congressional approval, is passing executive orders as opposed to approving Congerssional legislation.

The President, in his desire to illegally assert Executive power, shows every inclintion to pass illegal executive orders.

This President violated the law while his party was in control. It means nothing to this President to violate the law in secret as he did with the illegal NSA monitoring prior to Sept 2001.
