Costly, Delayed Conclusions on Constitutionality

Bush's declarations are unconstituional. Too bad it takes this long to find out what we should have known.

Ideally, Congress should have reached this conclusion before the act was debated, not this many years after litigation.

A solution would be to ensure the Acts were Constitutional, before Congress and the President agreed to put them into effect.
