Bush wants terrorism to increase to unacceptable levels

Bush likes to complain about terrorism but doesn't want it reduced.

Opposes efforts to reduce terrorism. Thinks the current levels are acceptable. There is no problem if they increase.

Bush doesn't like anyone who talks about reducing terrorism.

Bush loves the war on terror, but doesn't want the war to stop, even if terrorism stops.

How can Bush be a commander in chief if he doesn't want to actually solve the problems he is fighting?
