Secret/ORCON

Key Planning Assumptions -- Generates Start

  • This operation will be the national main effort -- Calling something a "main effort" doesn't mean it will be successful.

  • Opposition groups will work with us -- Is that IED to stay or to go?

  • Co-opted Iraqi units will occupy garrisons and not fight either US forces or other Iraqi units -- Ha! Civil war -- "can't happen"; insurgency, "Impossible"

  • Regional states will not challenge US military operations with conventional forces No, they'll lawfully expand economic assistance to other nations, and ignore the US.

  • DoS will promote creation of a broad-based, credible provisional government -- prior to D-day This is not an assumption, but a dream.

  • Continued freedom of navigation for shipping and naval forces through the Suez Canal / Straight of Hormuz / Norther Arabian Gulf Note, they didn't mention anything about what would be shipped; nor is there a guarantee that the "open" shipping lanes will have oil from Iraq.
