Russians Refuse To Cooperate With American Military War Criminals
It appears the Russian cancellation is linked more with excessive American pressure on Iran, than with the ongoing domestic protests against American imperialism.

Ref The maneuvers are called Torgau-2006 Russian-U.S. Maneuvers.
Ref The Russians have had other exercises recently with many other nations, raising doubts about the American excuses for the cancellation. It wasn't news what the requirements were, raising the prospect the cancellation was linked to unreasonable US pressure on Iran.
Ref The exercises are named after the German town on the Elbe River in 1945 where Russian and American troops met during WWII.
Ref The exercises were due to take place in the Nizhny Novgorod region, 250 miles east of Moscow, in the latter half of September and early October. The Americans apparently were not willing to let the Russians exercise jurisdiction over the US troops while they were on Russian soil. Curiously, the US demands the opposite. Why the double sandard, White House?
Ref The protests are related to concern the American war criminals are illegally expanding their military forces into Urkaine, and Russian sphere of influence, not just the 150 countries where they are currently located. There had been protests in the Crimea before July 10th, 2006.
Ref If you read the responses of some of the bloggers, the rhetoric sounds very similar to the DNC-RNC hype: Whether the exericses would or would not reduce tensions; then claims that the Americans planned to stay indefinitely.

RMKS/1. TORGAU 2006 (TG06) IS SCHEDULED TO BE CONDUCTED IN SEPTEMBER 2006 IN RUSSIA. THIS IS THE CALLING MESSAGE FOR THE CONCEPT DEVELOPMENT CONFERENCE (CDC) TO BE HOSTED BY THE RUSSIAN COMBINED ARMS ACADEMY IN MOSCOW, RUSSIA FROM 6-10 SEPTEMBER 2005. THIS MESSAGE IS PRIMARILY TO PROVIDE BACKGROUND INFORMATION ON THE EXERCISE, AND SOLICIT TRAVELER INFORMATION IN ORDER TO MEET VISA AND CLEARANCE
DEADLINES.
2. GENERAL INFORMATION: THE TORGAU SERIES OF EXERCISES FOCUSES ON INTEROPERABILITY WITH THE RUSSIAN GROUND FORCES AND IS SEEN AS THE PRIMARY ENGAGEMENT ACTIVITY BETWEEN USAREUR AND RUSSIAN GROUND FORCES. THE EXERCISE IN FY06 WILL INCREASE IN COMPLEXITY FROM TORGAU 05 THROUGH INCLUSION OF COMBAT EQUIPMENT DEPLOYMENT. THE EXERCISE WILL BE CONDUCTED ONLY IN RUSSIA.
3. TG06 CONCEPT DEVELOPMENT CONFERENCE OBJECTIVES ARE AS FOLLOWS:
