Three years after 9-11: Congressional committees show they are defective

Elections are merely periodic. There needs to be institutional mechaims that stops the government from centralizing power when that power us used to abuse and engage in unlawful conduct.

What mechansims will compel the three branches to check, balance, and oversee?

What is to be done to ensure that the various participants in the Congress actually do their job of oversight?

What must be done to get congress to accept responsibility and implement solutions?
