DHS said the buses were fine
Were they just talking about terrorism?
In April 2005, Matt A. Mayer, DHS's acting director of the Office of State and Local Government Coordination and Preparedness [is there still an office; was it coordinated; and did it really do its job during Katrina?], said the grants "are instrumental to our mission of preventing terrorism by securing our nation's bus systems." [blah, blah]
The grants were, in part, designed to "improve systems to better monitor, track and communicate with vehicles".
What happens if the buses are underwater?
Maybe the White House OMB procurement office, after they find a new officer that hasn't committed crimes, might fund a study to review that one . . .
